There is a small U shaped bracket that goes back over that with a platenut
on it. The wheel pant bolts back the same as it was.

I am not sure I follow. My stems point straight away from the tire, does that mean I have the 90 degree stems you are referring to?

That is way too hot. Reduce your climb out angle to 110 which should put the nose right on the horizon anyway for visibility. Then you need to find what is needed to cool it down. I we ...
