The UL weight allowance for a BRS (or any other brand parachute) is 24 lbs. Adding that to 254 equals 278 lbs. maximum empty weight. Since you already weigh in at 288 without the BRS, adding it (maybe 15 or 20 lbs installed) you would be at 303 to 308 lbs. Just doesn't look possible to reduce the weight that much to reach 278.
Homer's original 1985 model FireStar was advertised as "probably needing a parachute to be a legal UL". And that model had the 5 rib wing with .028 " wall thickness leading and trailing spars, 1" dia. aluminum landing gear legs (talk about bending gear legs - hahaha) with plastic wheels and no brakes. A very small wind screen allowed just enough drag to prevent the Rotax 377 35 HP powerplant from exceeding the allowable 63 MPH top speed. I think.

The way I see it, you need to strip the fabric off the airplane and take it apart. Weigh the various pieces, and see what you can make go away. Eliminate everything you can do without. Period.
Until you get it down to 245 pounds, you need to keep at it. keep taking heavy bits off. Then recover it using U/L fabric and minimal paint. I suspect that if you came below 260 pounds, you might be able to skate, but you need to get it very, very close. Due to changes in humidity, etc, there are legitimate variables, but I would aim for under 260 if I was concerned about making the scales.

Richard, Greg, Seems like a lot of work to get the weight down and still not qualify as an ultralight. Why? Speed. The Firestar cruises too fast. The limit under FAR 103 is 55 knots. Do the worksheet from AC 103-7 Appendix 1. Your local FAA guy might not have his scales, but he probably will have a pencil.

Gtaylor, read AC 103-7 carefully. The lightest soft pack parachute system (non-canister) you can find can buy you a 24 lb allowance. All associated parts and “reinforcement points / fittings†may be claimed. A separate weighing of the parachute system components is not required.
If you are concerned with meeting the airspeed requirements of part 103, look at Appendix 1 & 2 of AC 103-7. Work through the tables and enter data for your U/L. Carry a completed copy of this data with you at all times to demonstrate compliance.
Both Advisory Circular (AC) documents are available on the web at FAA.GOV.
