I really did try to figure this out myself, but...
The rudder is the first sub-assembly to use AD-41 and CS4-4 pulled rivets.
Both get drilled to #30, I presume?
And do you countersink, dimple, or both for the CS4? 120 degrees?
Anyone have an online source for this info? (I didn't find in mil-spec or
other google attempts)

Yes, #30... and CS4-4 are dimpled (or countersunk, depending on material
thickness)... Using your regular #30 dimple die set will work.

One other suggestion since you are just getting started with some of the pop
rivets. I bought a pneumatic rivet puller from Harbor Freight and I have no
doubt it saved my hands, especially on the fuselage floorboards. It's the
same gun sold by lots of folks for a whole lot more money, if you watch for
it, Harbor Freight often has them on sale for about $19 if I remember right.

While you're at HF, pick up one of their elcheapo swivel head pullers,
too. If you're building RV-x fuel tanks, you will need to grind off
about 40% of the puller snout & it's nowhere nearly as painful to
destroy a $5 tool. And, it will still work to pull rivets in places no
other puller can reach, using the swivel head.
