Am I supposed to adjust the TP mass balance weights to achieve equal
force for up and down movements rather than just the tail planes
remaining static when control column released?

Paul,
Equal force. Use a spring weight balance on the control column (pitch) with the same force to move it or a rubber band and same length to move the control column.

Hi! Paul
Best do a balance with the pitch control rod disconnected IMHO. However
have you finished painted them yet? The paint applies a considerable
out of balance factor since there's more surface area behind the
rotational centre line than in front of it.
