There appears to be some serious crawfishing going on now with CASA as evidenced by the clarification that was issued on Monday. I suppose when you make threatening blanket statements about a company's product it would probably be wise to be able to back it up with facts:
"CASA acknowledges that Jabiru has enjoyed a good reputation for manufacturing safe and
reliable engines, and that most Jabiru manufactured engines continue to operate safely and
 reliably, in Australia and abroad"
Here's the full clarification and comment extension notice put out by CASA

				John,

A synopsis of the CASA meeting with Jabiru is here: http://www.jabiru.net.au/images/Response.pdf .

Apparently CASA does not have the facts or at least would not share what facts they have with Jabiru or RAA.  It seems that RAA (which has the delegation from CASA to oversee small aircraft) does have facts and those facts do not support CASA’s charge.  It surely looks as though CASA has acted in an impulsive and unprofessional way and not in a way that would inspire confidence that the organization is capable of formulating consistent, well thought out policies to enhance the safety of aviation in Australia.

Refusal to share the statistics CASA has with the manufacturer indicates that CASA has no statistics or their statistics do not well support their position.  The fact that no risk analysis was done illustrates gross incompetence.  Procedures for risk analysis are well established and CASA has adopted one good method when CASA adopted the Light Sport ASTM Standard F2295.  Odd that they chose not to use it!  Or did they use it and the result did not support their position?

Additionally, refusal to collaborate with RAA and Jabiru to gather sufficient statistics to identify a problem’s root cause is worrisome.  Compare the CASA approach to the FAA in the case of Zenith wing issues.  The FAA collected accident data and then worked with Zenith (and others) to identify and isolate the problem and then issued a safety warning that was specific and meaningful.   It seems that CASA personnel didn’t have the initiative to do that type of orderly, disciplined  work.

Jabiru, for their part, are continuing with efforts to engineer solutions to the two problems that have been the cause of the majority of the engine malfunctions.  The breaking through bolts seems to be solved by the 7/16 diameter bolts and Jabiru has yet to see a valve train issue with the roller cam follower engines.  I know that Jabiru is working on solutions for retrofit and we will have more info on that soon.
