Personally I would fix the stab to get the incidence equal. I have no pictures of how I do my stabs dead even and trim tabs perfect so I will try to explain.
Problems with aligning the stabs on the bench are too numerous and I have found I do one stab only on the bench. I then install the tube on the fuselage and with the bearings in it is easier to get a dead level and even stab incidence. Here is how I do it:
Pick which stab is the best in incidence and trim tab position. Let us say the right stab is best.
With the left stab removed:
Use a soldering iron to heat the TP 13s until soft. Use your Pip Pin to insert into the TP13 and wiggle and remove it. If drilled all the way through the rib, the ball on the pip pin will assist in pulling it out.
Use a rotating tool to loosen and remove the old flox you so neatly installed.
Install the stab and note the pin positions and then remove and grind the hole slightly higher and or lower to make the TP13s hold the stab dead even with the other.
Holding the stab dead even with the other is tricky unless you remove the rudder. Save yourself time and just remove the rudder.
Remove the TP16P from the left trim tab carefully.
By using a sand bag, and lumber, set the right stab dead level to the fuselage fillet.
Install the left stab with its loose TP13 s and using lumber set in place temporarily.
Put a 2 meter or longer rigid angle on the stabs and clamp on to both stabs.
Block in place and mark your lumber position.
When satisfied, remove the left stab, use Redux or Epoxy/Flox to the TP13s and rib holes and grease the TP12 pins and the flat metal well.
Install the Stab, carefully align the TP13s and push home.
Reinstall the blocking and rigid angle as before.
Check and allow to cure.
Mark how far off the pip pin is if you already drilled the holes in the TP 4. File the Stab hole on the top and bottom of the stab tube to fit the new alignment.
The stab pin retaining ball is held in by the hole in the TP 6 and not the stab tube, but if you are a purist, enlarge the hole to the next size pip pin. A 5/16 inch by 2 inch works fine and it will be solid.

Trim Tabs with Fletner strips attached should not be fitted using the bar installed with the stab alignment. It is hard to get the rigid bar on top of that Fletner strip.
With both stabs on and the T bar installed in the right trim tab, reinstall the left TP16P in flox into the left trim tab and again using lumber set the stabs solid with lumber and sand bags and clamp the left trim tab to the stab dead even with the right.
When cured, pull the stab and add glass on the trim tab TP16P as per the manual.
It is fun for the whole family.
