I understand that USA requires anti collision strobe.
I am already flying and dont have conduits to the wing tips
I believe that I can place the strobe on the top of tail cant I?
What is the recommendation for a low consumption compliant system?

ELECTRONIC POSITION / TAIL LIGHT / ANTICOLLISION LIGHT sold by Aircraft Spruce might work for you. Whelen are good, but they draw about 14 amps when you have the Nav lights and Strobe on. I had to put a 40 Amp on my Jabiru to handle the load for night flights.
Your engine only puts out 15 Amps, then when it gets warm it decreases.

Am I required to have anti-collision lights on my homebuilt?
No, if you are only going to using your aircraft for day, VFR flight. FAR 91.205 lists the instrument and equipment requirements for standard category aircraft. This FAR does not apply to Experimental-Amateur Built aircraft.
If you intend to use your aircraft for either night VFR or IFR flight, you will have to comply with the requirements of FAR 91.205 because the operating limitations you receive as a part of your airworthiness certificate will include the following language:
“After completion of phase I flight testing, unless appropriately equipped for night and/or instrument flight in accordance with § 91.205, this aircraft is to be operated under VFR, day only.”

We used to be able to buy these US strobes in the UK via an agent. Low
power requirements, 2 amps, and the ones on my aeroplane have been
working for 17 years. One on the fin and one under the fuselage. I
notice they now produce an LED version.

I have one of these LED strobes https://www.thiesen-electronics.com/en/products/annex2 mounted on top of the fuselage behind the cockpit and can recommend it. Notice, that they don't have a seperate control body - it's just the strobe to mount on the fuselage.

PeteThanks. Apparwntly i dont need them for day vfr and converting to night vfr is simple. Im looking forward to living in the us.

Will,
Recently I was helping an EAA friend looking to night equip his Kitfox 4. Like you, he had no exterior lighting.
His solution was the Aveo Powerburst wingtip lights. He uses the Ridgid industries SRQ series for attaching to his gear legs. Note on Rigid and other LEDs: They must have cooling air or they will die. Rigid has an internal CB to prevent failure.
For just a tail light beacon, Aveo makes a very neat, LED, low drag model. I asked them last year at Sun n Fun for such an item and they came through. However they have changed it already and I only see it as a certified unit now. I have looked for the unit from last year and cannot find it. Reasonably priced red tail top light LED flashing unit. It was about $250. Cant find it any longer.
The tail top light will fit the Europa (much better than the Kitfox) and I have said, they have changed it again this year slightly and it is certified and called the Super Nova FS Titania (Kind of an overreaching name with an overreaching price).
Ive been happy with their Powerburst wing tip assemblies. No noise, low power, and work great. Reasonable price. I use the 4 wire #20 gauge wires to wire it in. No problem punching the holes for the wire. Heck, Ive drilled a Classic wing for lights, just go slow and take your time.
Bad news is the Aveo are a polycarbonate that is like auto headlights. Over time left outside, they tend to yellow a bit and get hazy. So to keep them bright and shiny, learn to buff them with #2 McGuires, or Flitz once a year if you leave your plane out of doors.
