I attempted to put a capacitor, 4700, on my 12 volt line between the
regulator and the battery. I had some trouble with my EIS showing the right
RPM's. I had figured that I had wired it up backwards, so I made sure that I
connected it correctly and still had the same problem. Where have I erred?
Max RPM's showed was 350.

It should be an "electrolytic" capacitor. There should be a "+"  & a "-" printed on it. It should be connected in parallel to your battery. It should be rated at a minimum of 25 volts.
