23% of the distance from the wing's leading edge to the trailing edge;

36% of the distance from the wing's leading edge to the trailing edge.
A rough way to say it, but close enough for gummint work.
CG should fall between those two points.
The rest doesn't seem to make any sense.
You can do the w/b by picking your own datum somewhere in front of the
wing's leading edge & measuring from that point back to the wheel
centerlines, fuel tank, engine oil tank centerline, seat, etc. to get
the 'arm' for each one.
Isn't there an RV-x close by? Can the builder help you do the w/b?
