Can't help you with the vacuum pump. Blind guess is the meter is stuck. Can't you just suck on the hose to the meter to check? 

To get the humidity down, the simple solution is to run a fridge with the door open in the closed! workshop, (RT's patent) There are in this country air dryers available for rent, intended for builders. Don't know about the UK. These work as advertised. I would not take any risk with either temperature or humidity. There are some very convincing calculations available on the net.
