I got this through the post from the CAA this morning.

It refers to PFA 247/FSB-004 Issue 4.

I have issue three. Where is issue 4 ?

Hi! Richard/all
I have it from Andy Draper that Issue 4 is to do with the use of
Loctite. However I also have assurances that those with my PFA approved
Torque Tube clamps are exempt from the Loctite requirement. ...Not sure
yet about the 10 hour inspection requirement.. however.

The PFA advise that the CAA were too quick off the mark and the Issue 4 will
be on its way to all owners hopefully by the end of this week.

Bob,

I understand from Francis Donaldson that the CAA were a bit ahead of the
game and that PFA 247/FSB-004 Issue 4 is being distributed and will be
posted on the PFA web site tomorrow. The use of Loctite will then allow the
10 hour inspection to revert to an annual inspection.

I asked Francis specifically about your Torque Tube clamps and the 10 hour
inspection, and he said that you would have to make a case to the PFA for
aircraft fitted with your clamps to be exempt from the 10 hour inspection --
no doubt he would wish to know how many aircraft had been fitted and whether
any player had been found during the 10 hour inspections already carried
out.

Please argue your case with Francis: you don't need to convince me of the
effectiveness of your clamps.

Further to my message yesterday, I now understand that the PFA cannot distribute PFA 247/FSB-004 Issue 4 until the CAA have revised MPD 2007-005 R1, because its wording still requires the 10 hour inspection without any exceptions.

Once the revised MPD has been issued by the CAA, then the PFA can distribute Issue 4 of the FSB and the use of Loctite will then enable the 10 hour inspections to revert to annual. The PFA do not know when the CAA will issue of the revised MPD, but it is unlikely to be today. Meanwhile, the Europa 2004 web site is publishing the procedure in Service Bulletin 15, which is approved by the PFA, so owners are free to embody this in readiness, should they so wish.

The PFA are putting an Engineering News note on their web site to explain it all.
