There's a few reasons, but the big two are probably this:
The archives are public, and the search engine is probably a good source of
email addresses if you're looking to build up a spam list. Some people
don't want their email address stored anywhere if they can help it, and
there's no other way to keep it out of an archive and yet still contribute
to the list. Ergo, they post and let people archive their own messages.
Some people are concerned about liability, and don't want to be caught up
by someone who tries what they suggest, and then gets injured.
A smaller reason could be that some people have programmed themselves to
add 'do not archive' to *every* RV-List post, because they know that most
of the content here isn't worth keeping in the archive anyway.

Do not archive.
