Its worth fixing like Steve says. But its not worth grounding the plane until you do fix it. If that were the case, a lot of Piper Cherokees would be on the ground now. The method of rigging one of those is to adjust each of the flap stops. Then you go to the rudder. And then back. It will eventually fly hands off but just a little slower. The John Thorp designed T-18 uses differential flap stops set from the cockpit for roll trim. Its happening every where. Good luck.
