My 8 gallon header tank came with two spigots on the bottom  and one on top.  I had an aircraft-certified welder relocate one of the  bottom spigots to a position on top of the tank and plug the resulting hole on  the bottom.  I can't remember the cost, but it was quite reasonable.   the welder involved did a lot of work for homebuilders in the Seattle area and  was a builder himself.  Not everyone is capable of this kind of work, so be  cautious.
