 Yes it is. The front expansion plug should be removed and the rear 
 diaphragm (Per Lyc S.I. 1435 attached) should be plugged.

  Subject: Lycoming crankshaft diaphragm
 
  Malon and others,
  A friend recently purchased a Lyc O-360 for a fixed pitch prop from Van's.
  The engines come with the SS tube from the front to the rear governor
  accessory plate.
  With this arrangement, is it still necessary to puncture the diaphragm in
  the crankshaft as per lyc service bulletin?
