What should I set the gap the spark plug for on the IO-390?
What torque value should be used when screwing in the spark plugs?

Standard gap is .016-.021. Make them at tight end with magnetos, more
towards wide gap with electronic.
I think Lycoming calls for 35 ft lbs...I use 25 ft lbs which is more
than enough, so I don't need a breaker bar to remove them. That is with
the standard Champion graphite antiseize lube.
