Mike,

I managed to conduct some tests on Saturday and the results are (electric pump only):

Max pressure with no flow = 4psi

Maximum flow unrestricted ((at) entrance to mechanical pump and also last carburettor) = 90 l/h

Flow at 2.2 psi = 50.2 l/h.

It looks as if you've either a constriction/obstruction or a faulty electric pump.

It seems worth trying to measure output from pump outlet then progressing along the line maybe?
