My concern would be that forcing it into place would cause unbalanced loads on the structure of the rudder, possibly causing it to fail at some point. Another thing to consider is that the underlying rudder structure may have been compromised at some time and have hidden damage, which is now showing up with the fabric properly tightened.

So, IMHO, there is only one right answer: open up the rudder, inspect and (possibly) repair the structure, and properly recover.
Lastly, have you ever tried to fly an airplane with a failed rudder that is fluttering? How up-to-speed are you on your egress procedures? Under heavy G-loads? Parachute freshly repacked? Uh huh.

Just do it right.

To eliminate that problem the rudder needs to be covered in a jig that holds the alignment while the fabric is tightened . This happens in almost all cases and does not mean you have structural issues. The jig is simple but needs to be used. You might try putting in on by pulling with two people and a rope around the hinge. leave it for about a week and see if it will relax, it will to a extent, or use some heat to use the rudder post as a jig as a last resort to re-stretch the fabric be real careful! - last resort.

Dale;

After having re-covered all control surfaces from CJ's, T6's, Dc3's, Beech
Staggerwing, etc, etc over the last 50 years or so it seems I obviously
don't know how!
I have no idea what you are talking about. Perhaps you are from a different
planet where these things are done better?

Walt

Walt,
I thought I'd missed something on the "Rudder" postings via e-mail so I
went back to the main matronics page
http://www.matronics.com/searching/ws_script.cgi and searched "rudder" and
found the above sequence. Now I'm even more confused regarding what brought
your angry response to Dale, given that his response wasn't directed toward
you since you hadn't offered any input on the original post that Dale's
input could have been directed to. Or am I missing something? It appears
to me that Dale offered his opinion on Thomas Smith's original post based on
his experience, just as Brian and Dennis did. There's a lot of experience
and varied opinions on this list. The differences of opinion are normally
worked out in back and forth discussions. But, in the end everyone has to
make their own decisions and sometimes agree to disagree or simply drop out
of the discussion. Everyone should feel free to either solicit or offer
opinions without someone questioning whether they're "from a different
planet". I've valued your opinions on this list since joining it five years
ago. Please take the personal attacks off list.

Walt,
What a Richard head.

Oops, I'm sorry Mark, I should take my personal attacks off line.
Let's just not respond to any of his postings. You know me very non PC.
I guess we should have known how great he is. Walt, we're you ever (hung) on a cross or something like that?
Just stirring the pot and loving it.
Great new year to all. Even Walt.

To Dale and the rest of the list;

I started kicking my butt right after hitting the send key!
No excuses, that was totally uncalled for and I want to sincerely apologize
to Dale for it.

Walt
