I've also explored the GoodWill site you mentioned.

has good prices on dual wall heat shrink and the self
fusing silicone tape.

The heat shrink comes in 1-foot pieces so they ship
cheap in first-class envelopes. Don't order here if you
need contiguous lengths over 1 foot. I replenished my supply of
1/2" black for the ov modules and picked up some red for the 28 volt
versions. The sealing layer doesn't seem to be quite as
thick as the $high$ stuff I've been using but it's still
quite adequate to the task.

If you need the silicone tape, Home Depot has it in stock for only a bit more than the below source.
This source is cheaper per foot than the eBay supplier noted below and is a US company to boot:
