The flap system has some freeplay in it, between the torque tube and rodends. Itmay be possible to move the flap by hand up and down a few degrees. If you are trying to adjust roll it is possible that 1 or 2 turns of the rodends will not help because the flap is flying up until the freeplay is gone. Try adding up stops like these in the picture. Made from 1/8" thick angle, 1.5" by 1.5" size. Installed with #8 hardware is sufficient. The only freeplay left is in the rodends and there will be little of that. This has made rigging new aircraft easier here and kept the visual flap miss match if any to a minimum.
