Unfortunately, they aren't screwed onto the wheel. They're riveted to the
wheel. Approximately 10 mm of the metal around the inside diameter hole is
used to hold the felt grease seal in place. Removing the disc/cover exposes
the felt seal requiring a smaller disc to be fabricated to fit around the
felt seal and bearing. Without that cover the wheel will sling grease and
more importantly the front bearing is exposed to grit and dirt.

I should have said the outside bearing. Not the "front" bearing. Sorry.

Hmmm, riveted on the Yak maybe but the CJ wheel is interchangeable and uses the Chinese version of the Parker-Kaylon threaded rivet that is driven in. I can make wheel covers without too much trouble, even polished "moon discs". The reason why so many wheels are absent covers (on CJ's) are because the brakes overheat easy in hot weather and run cooler with some airflow. Taxiing into the hanger door due to brake fade at the end of a long taxi with a strong tailwind is a story too oft told.

Mark,
Did you save the dust cover from the wheels and just machine it down to a
disc to cover the grease seals (felt)?
