I presume the colonies to which you refer are on the North American mainland
Wink If so, here's what the AOPA recently included in a newsletter:

CERTAIN U.S. PILOTS NEED NEW 'ENGLISH PROFICIENT' CERTIFICATE
Do you fly internationally? If so, you'll need a new pilot certificate with
the words "English Proficient" on it. The new certificate will be required
for international flights starting March 5, when the International Civil
Aviation Organization's language proficiency standards for operating
internationally go into effect. The requirement applies to airplane and
helicopter private, commercial, and airline transport pilots; flight
engineers; and flight navigators. Pilots with a U.S.-issued certificate will
not need to pass a language test, just request a replacement certificate
from the FAA. The plastic replacement certificate will cost $2 and take
seven to 10 days to be processed. All newly issued pilot certificates will
have the endorsement.

How come we aren't equipping our radios with a button - 1 for English, 2
for Spanish, etc? We do it for everything else.

Kate and I are still in the USA and thought it was a joke when we were told
by the FAA that we also need to have an "official" document to confirm we
are able to speak English before we can fly internationally ie to the
Bahamas (aprox 60 miles away)
Correct me if I'm wrong, but didn't we teach the rest of the world OUR
language. Now we have to prove to their satisfaction that we can speak it ?
Ah well spose I'll ave to start talking proper from now on "n that"

Point taken. But it still makes me mad that we have to prove our ability to
speak our own language. My apologies to any non English speaking members
(who probably can't read this anyway without the correct paperwork).
I console myself with the fact that we presently have clear blue sky's and
temps in the 80f range here in Florida Smile

I wonder if the ATC operators are required to "upgrade" as well
lets face it some of them have such heavy accents you could hardly
call it english any more.

In France, due to Civil Aviation Authorities immense generosity, we are
dispensed with the mandatory 3 year exam in French, and will be granted
the French language qualification for life.

Hello Alan,

I believe it was George Bernard Shaw that said:

"England and America are two countries separated by a common language"

Perhaps the FAA wants to make sure you know how to speak American? Now, if they'd extend that rule to the folks streaming across our southern border things would certainly improve, since our gubmint isn't going to do squat to stop them from coming here illegally. I do get very tired of having to "Push 1 for English" in a country where English is the primary language......

Gentlepeople,
Please be happy that you don't have to learn a foreign language. Even in your countries you have to learn a bit of radiocommunication uses. The upset is to limit the vocabulary to 1500 words and standard phraseology for the exams. Don't be afraid that you have to go to Oxbridge for the accent and quote Shakespeare. You will be glad to hear your mothertongue as a standard in airspaces where until now also other languages are used.

Bob, You seem to have jumped in with your usual assumption that anything
coming out of Europe must be bad news! Actually on the face of it this has
absolutely nothing to do with Europe , being promulgated by ICAO, but also
seems to be an entirely good thing. Without it and it's precursor documents
we would no doubt be required to be fluent in at least 6 languages to do
one of our traditional European trips, and I can think of a number who
wouldn't have got too far! (quite apart from having to carry 6 different
currencies)
