I have had an order from McMaster-Carr (for others, a large effective
'hardware store on line') refused. I ordered 2 Spring Plungers (devices
incorporating spring-loaded ball-bearings for applying pressure) online
using both a Canadian VISA and billing address and a U.S. shipping address -
all in the 'open' and repeatedly in the past without a problem. I received a
thanks for ordering and the usual accessories, such as details and tracking
info, within the hour.
However, the following morning brought a message stating
that they were unable to
ship the order due to security regulations, and apologized. Obviously the
Homeland Security department sensed that I would use the tiny items to put
pressure on our long common border in an attempted land grab. This in my
mind has put them squarely in the ranks of the Vancouver RCMP detachment in
response to "alien" incursions.
It also occurred to me that the spring plungers were made in Korea,
China or Taiwan, thus adding another worrying aspect to the crime.
In any event, I hope this clarifies my futile moves and may revise
yours.

A lot of companies are being nailed for noncompliance with export regulations. McMaster-Carr had an encounter back in 2003, which is why I think they stopped shipping to Canada and elsewhere.

The U.S. Department of Commerce announced today that McMaster-Carr Supply Company (McMaster-Carr), an Elmhurst, Illinois supplier of industrial and commercial hardware, has agreed to pay an $8,000 civil penalty to settle allegations that McMaster-Carr committed eight violations of the antiboycott provisions of the Export Administration Regulations (EAR).
The Commerce Department's Bureau of Industry and Security charged that McMaster-Carr failed to report its receipt of boycott-related requests within the time period required by the EAR. The alleged violations occurred in eight transactions involving sales of goods from the United States to Oman, the United Arab Emirates, Kuwait, Qatar, and Saudi Arabia. McMaster-Carr voluntarily disclosed the alleged violations to the Department.

Allready some 3 years ago Finland was allready on the suspect list, at least an order from me was refused. Well, maybe if somebody clever starts looking why US export struggles... Not the my 40 $ did matter anything of course Smile

It's all because the 'Land of the Free' has become the 'Land of the Paranoid' quite some time ago. And of course a paradise for bureaucrats with unlimited budgets who have to find reasons for their existance.

Notwithstanding, McMaster is easily the best merchant I have ever dealt with. I buy a lot of stuff from them for my research lab, and I find their customer service, shipping, and price is light years ahead of anyone else.  I can't gush enough about Mcmaster.

  With respect, let me say that McMaster-Carr has always treated my orders with care and dispatch. I suspect that the Homeland Security regs, which doubtless override any that were in previous effect, don’t know that Oman, the United Arab Emirates, Kuwait, Qatar, and Saudi Arabia are not necessarily close friends with a country that shared US protection from the red hordes, saved some from the Tehran mob, accepted common deadly work in Kandahar and provide them with more oil than all the others combined. I think that’s not all they don’t know.
  I have had some support from valued friends but don’t wish to involve anyone.
  I will doubtless acquire my deadly items from Germany where they know how to make things. Canada is becoming a nation of procurers not producers.
