Matt:

You MUST have the registration from Oklahoma City before you apply for the application for airworthiness on an Amateur Built Aircraft. What you are reading is for CERTIFICATED aircraft.

Good luck trying to find a DAR that will do the aircraft without the 8050-3 Registration from Oklahoma City. I am one DAR that will not do the airworthiness inspection without the final 8050-3 Registration from Oklahoma City
