Ladies and Gents and you, too, Frank, ha ha (just kidding),
While some complain about pointy heads (me, too), it should be noted that
the feds are in the midst of some pretty interesting and hitherto unknown
initiatives, i.e., LSA etc. First we got to use Experimental airplanes for
commercial purposes by means of a waiver administered by EAA for type
training. Now we get unlicensed maintenance and no medicals for LSA. I
think I can feel the ground shake.
Across the Pond in the land of the bureaucratic royalists some have been
complaining about, they let a CLUB (BGA) regulate soaring. No bureaucrats,
a CLUB. Us Yaksters is about the same size group as glider pilots--very
small. Yes, gliders (no medical required, ubiquitous experimental-racing
gliders) are regulated by the feds, but they get about as much attention as
dead grass in the desert. Nobody cares. Even if somebody gets killed,
nobody cares. Why? They have such a low profile they can't be seen--just
like us.
Remember Don Engen, former head of the FAA? He got killed in a glider a
while back. Very complete and instructive investigation, incidentally. Any
fuss? No. New regulation? No.
Instead of behaving like egomaniac-spoiled-fighter-pilot/wannabee-brats (no
offense) whining about how bad we've got it, we should be taking the bait
and joining the alphabet groups to participate in their greatly increased
influence experiment. Instead of complaining about non-existent RPA
bureaucracy, we should be inserting RPA as an affiliate of EAA Warbirds and
urging our particular needs from that podium. Further, we should be
exercising a little restraint and good neighbor cooperation to demonstrate
our good sense, reliability, trustworthiness and ability to be
self-regulating. Sometimes I think we sound like some folks in a particular
middle eastern country trying to become "democrats."
We've got problems, but over-regulation is not one of them. The FAA is
about airlines, plain and simple. They could care less about Experimental
Exhibition airplanes, as long as we don't kill a bunch of innocent
pedestrians. BTW, John, I think my little gray cells are turning to mush--a
Baskin & Robbins it was. I was thinking Marriott's. But I digress. Our
problems are much more practical and likely to become worse as time goes by.
Here's what I think we should paying a little more attention to:
1. Complete manual sets in English readily available--online?
2. Complete SB/AD sets in English ditto
3. Paper and paint "overhauls"
4. half-baked, unapproved major mods (check your limitations, friends,
approval is required)
5. unauthorized maintenance
6. training for both maintenance folk and pilots
7. availability of engine parts and engine overhaul
I realize some are doing beautiful work and making worthwhile improvements.
Many are not--amateur and "professional." I had to take a -52TW to a major
maintenance facility one time because of problems while en route (among
other things, the tailwheel strut was falling off, speaking of mods). I
told them what to do and how to do it. Then they took a crowbar to the
canopy because they couldn't figure out how to open it. It got worse from
there. I am not kidding. These were "trained professionals" in a well
equipped shop full of bizjets (yes, I know). Maybe if they had manuals
available online (RPA, Google?).
Lots of "professionals" in our midst are largely self-governing, such as
medical types (Doc?), engineers etc. and do just fine, mostly. Maybe we can
too, but the key word is "professionals." Ethical behavior would be a fine
place to start.
We've all seen some pretty nasty stuff out there, along with some beautiful
stuff. The last thing we need is some
uncertificated-self-maintaining-unapproved major mods-no BFR-no fax-whiner
making a big "splash" a la Baskin & Robbins, crashing into a school or
busting the DC ADIZ. I can think of several potential candidates. None of
us, of course...
RPA has a terrific opportunity to become the conduit for publications,
training and regulatory liaison. I think they deserve our support, even if
I can't log into the web site. Libertarianism sounded great when I was a
kid and even sometimes now that I'm getting old and weary of repetition, but
a model of cooperative living in the big city it ain't, sorry Brian. We don
t much live in small villages in an empty place with no domestic animals.
Lots of government folk are helpful and would just as soon leave us to
ourselves. But we need to demonstrate that we are capable of being left to
ourselves. Whining and violation of limitations and regulation is not the
way to start. BTW, I have never, ever been quizzed about where or why I was
going somewhere listed on a program letter or fax, gramma's house or not, or
whether or not I actually went there when I said I would. I think the SEA
FSDO has a shredder somewhere dedicated to their program letter fax machine.
And finally, yes, Brian, I think you're right, timing's the thing. If the
air start distributor is injecting air/N2 before the ignition has had a
chance to light off the good stuff, something's amiss, ambient air or N2.
Leave out the bird shot? Only during the off season, whenever that is.
