Building on what Bob has said, BioBor JF microbiocide, is good to keep the gunk and (hum) bugs out of the transfer tank and the aircraft fuel tanks. Used by the military and commercial airlines.

Changing the  fuel filter has a lot to do with how you are operating the aircraft.  I change mine every annual inspection, regardless of the condition.
 
Because of the high FBO fuel costs, a lot of pilots are trucking fuel from one airport to another or are buying  kerosene.  Even if the correct micron filter is being used in conjunction with pumping this into the jet, possible contamination becomes higher.   I recall one fatal accident a few years ago that involved plugged fuel filter in the eastern USA. 
If you are using Kerosene without the Prist, the fuel can start to gel and grow “gunk” in it after sitting for long periods of time.   Either way, why take the chance.
 
At $5-7 per gallon for the Jet A,  replacing the fuel filter once a year is cheap insurance. Just my  opinion .    Even if you had to pay $75 a piece, for a once a year expense for safety , it’s not a big thing.

Like any paper filter they have a limited "In Service" life whether or not the aircraft is being flown.
They are soaked in fuel and so the integrity of the paper filament can be compromised over time.
If the paper fails and is sucked into the high pressure fuel pump it could be a huge issue if airborne.
The fuel filters are too cheap to not replace...

There is an operation here in Reno where the guys have a military contract out at Fallon NAS with L-29 aircraft and they occasionally need consumable parts, so I ordered up fuel filters and other miscellaneous parts for their operation.

OK guys, only have 30 filters spoke for. I’ll take another 5, for a total of 15 for me. Can each of you guys take another 5 or more to get us to 50?

How much for ten and are these the paper cartridges we are talking about? Can someone take delivery and ship to Oz for me? Failing that an address in Pasadena is available also.
